For the purpose of the Order Rotherham Town Centre is defined as all public places (any place to which the public or any section of the public has access, on payment or otherwise, as of right or by virtue of express or implied permission excepting a place within the curtilage of any alcohol licensed premises or members club; a place where the sale of alcohol is authorised by a temporary event notice; a place where facilities relating to the sale or consumption of alcohol are for the time being permitted by virtue of a permission granted under the Highways Act 1980 (a street café) within an area bounded by:-
- Centenary Way from its junction with Sheffield Road to its junction with St Ann’s Road
- St Ann’s Road, Doncaster Road and Clifton Road to its junction with Wellgate
- Wellgate, Hollowgate, Alma Road, Canklow Road and Old Sheffield Road to its junction with Centenary Way.
The principal effect of the Order will be that it is an offence to continue to consume alcohol in a designated public place within Rotherham Town Centre after having been requested not to do so by a police constable or a police community support officer.
The reason for the Final Order is that it is an appropriate public order measure in response to the prevalence of late night alcohol related nuisance, disorder and offending in the Town Centre and, from tine to time, nuisance and annoyance to members of the public associated with the consumption of alcohol in the pedestrian streets, areas and other public places within the Town Centre.
