Licence - Street Trading

Rotherham Metropolitan Borough Council opposes all forms of street trading other than those approved by the council or exempted under the Local Government (Miscellaneous Provisions) Act 1982.

Council policy is to oppose all forms of street trading on prohibited streets throughout the borough, other than from certain sites (permitted sites) where highway safety is not impaired. For these sites a permit must be obtained from staff at Rotherham Visitors Centre who can be contacted on 01709 336892.

It is an offence to "sell, expose or offer for sale" any article on a prohibited street. For further information on "prohibited streets" please contact Trading Standards on 01709 823151.

Traders should note that trading on non prohibited streets does not imply that trading thereon is lawful. Care should be taken to check with the landowner if a vehicle, stall or other structure is set up for business on any private land e.g. a field gateway.

Similarly, traders should not set up on any part of the highway, including lay-bys, paths and verges. These are controlled by Streetpride who can be contacted on 01709 336003.

Street Traders should note that possession of a current Pedlar's Certificate will not prevent the council from taking action should it be shown that the holder is abusing the conditions imposed by that certificate.
