In February 2007 the Council for the first time published a formal Highway Asset Management Plan. The plan, together with a number of service improvements identified within the document, have been adopted as the framework for delivering highway maintenance and management across our network for the three year period 2007 – 10.

The network of roads and footpaths within the borough together with the other highway elements like structures and street lighting form a very valuable asset for the Council and would cost over £1 billion if built from new. Nearly all residents in Rotherham will use the highway daily, as do many thousands of visitors and people coming into Rotherham to work and shop. As a result the condition of our streets has a significant contribution to make to the health, safety and amenity of residents and visitors and helps to make Rotherham an attractive place for business to locate.
As with all highway authorities Rotherham has a percentage of our highway assets that need renewal. A consistent theme running through the asset management plan is the need to strike a balance between addressing this need for renewal, which is always the most expensive alternative and therefore, delivers limited improvement, with programmes for preventative action at much lower unit costs which reduce further growth in the extent of replacement or reconstruction required.
This is just one of many choices the Council have to make in seeking to use limited resources in the most effective way.
