The Countryside and Rights of Way Act 2000 places the local authority under a statutory duty to establish a Local Access Forum. The forum has been set up to provide independent guidance on rights of way issues and the opportunities for open air recreation in the borough.
The forum members are volunteers, drawn from a variety of local groups of walkers, cyclists, horseriders and disabled groups as well as farmers, landowners, and representatives of other relevant local interest groups.
As independent advisor, the views of the forum must be taken into account when decisions are being taken on draft maps of open country, appointing wardens, making byelaws, publishing rights of way improvement plans and a number of other locally important access issues.
