The service we provide
Highway Enforcement ensures that:
- Road works are carried out safely.
- Disruption to highway users is kept to the minimum.
- Excavations are safe and filled in correctly.
- Road closures and portable traffic light signals are implemented lawfully.
- Expected traffic delays due to road works are publicised.
- The highway remains unobstructed and free from danger.
- Damage to the highway including grass verges is investigated and action taken to prevent further damage.
We will issue licences and take enforcement action where there is misuse of the highway to ensure that:
- Vehicle access crossings (dropped kerbs), hoardings, scaffolds, skips, tables and chairs and advertisement boards are installed safely and lawfully.
- Highway obstructions and abuse are kept to a minimum.
The service you can expect
We aim to deliver a speedy and helpful service by:
- Responding to requests for highway enforcement within 10 working days, and within 4 working hours in urgent cases.
- Processing applications for vehicle access crossings within 10 working days. An information pack is available.
Disruption caused by street works is treated seriously. We monitor works and aim to:
- minimise the number of days that roads are closed or portable traffic light signals are used, on busy roads.
- Inspect a randomly selected sample of road works for compliance with relevant codes of practice.
The service we achieve
- We measure our performance and work hard to improve our service. Currently:
- 99% of vehicle access crossing applications are processed within 10 working days.
- 100% of selected road works are inspected.
- Nationally, we perform in the top 25% of local authorities for minimising the number of days that portable traffic light signals and road closures are in place.
