SEN Assessment, Placement and Transport Services

The SEN Assessment, Placement & Transport Services provide advice, support and guidance to agencies, both internal and external, working with vulnerable groups of pupils, and ensure that the educational needs of these pupils are assessed and met appropriately.

All services are managed and operated to the highest standard.

All services share a commitment to continuous improvement, influenced by our customers through consultation in accordance with the Council's policies.

All services promote equal opportunities and work towards reducing inequalities.

All services work in accordance with the Council's financial regulations and ensure that they provide value for money for the residents of the Borough.

All services have a commitment to the LEA's Inclusion Policy and work to promote the best learning opportunities, removing barriers to learning for the pupils and students of Rotherham.

All services are working towards the e-Government agenda, by implementing effective ICT systems which will improve allocation of services to those in greatest need and track and monitor more effectively.

The Special Educational Needs Assessment Service
The main function of the SEN Assessment Service is to conduct statutory assessments of pupils with Special Educational Needs, and undertake Annual Reviews of the statements in accordance with the requirements of the 1996 Education Act and related Code of Practice. The Service is managed by Marium Haque, the Manager, SEN Assessment Service who reports to the Strategic Leader -Inclusion.

The Service
Provides written and verbal advice to school staff, Parents/Carers and other partners

Takes a lead role in the council's decision-making process in relation to assessments and provision for children with SEN.

Represents the Council in cases which are referred to the SENDA Tribunal Service.

The Transport and Placement Service
The Service has diverse functions, with the main areas being to

Implement transport for pupils eligible for support to reach school via the allocation of zero-fare bus passes.

Implement Home to School transport for pupils with a Statement of SEN, medical/physical needs, other exceptional circumstances.

Facilitate and support vulnerable groups in gaining prompt admission to schools and units and making exceptional arrangements as appropriate.

Monitor the expenditure and income of the SEN Budgets (E08 and E42).
