    Assessment

    Assessment is a critical element in a school's improvement programme, most particularly to improve teaching and learning and raise standards and achievement. It has many strands that impact significantly on school effectiveness:


    • Planning learning
    • Assessment for Learning
    • Marking and providing feedback
    • Assessment of Learning
    • Recording and evidence
    • Reporting to parents and carers
    • Transfer and transition
    • Management and monitoring
    • Using assessment information to monitor progress.

    Key Stage 1 Statutory assessment procedures are currently under review, with 25% of LEAs trialling a new approach to this end of key stage arrangements in 2004. Future arrangements will not be decided upon until October 2004. In light of the possible changes, a programme to support teachers and schools in the 2005 KS1 SATs will not be formalised until the format of the 2005 SATs has been agreed by DfES and QCA. Schools will be notified of the 2005 arrangements and the training opportunities to be provided in the autumn term 2004. Headteachers will be kept informed of these developments as they emerge, through Primary Headteachers' Meetings.

    Recognition has been given to the integral role of Assessment for Learning within effective teaching and learning leading to high standards and achievement. It is an important strand within the KS3 Strategy and will also be incorporated into the Primary Strategy from the school year 2004/05. The Primary Strategy Team is already including features of this within their present work supported by Helen Rogers. This will continue and in addition give due regard to the materials and guidance supplied by the National Strategy. Training offered by the Primary Strategy Team will include this element where appropriate.

    A small group of schools have been supported to develop best practice in Marking and providing feedback. Good practice is becoming established in these schools and they should be in a position to disseminate this more widely in the school year 2004/05.

    Primary Headteachers will be informed of changes and developments to assessment requirements and procedures during Headteachers' Meetings.

    In the Autumn Term 2003, training sessions were held to support schools in analysing and interpreting data. Similar training will be offered in the Autumn Term 2004 for schools who wish to access this support once again.

    The programme of termly Assessment Coordinator Networking Sessions are planned to continue during the school year 2004/05 for both Primary and Secondary colleagues.
