The key functions and responsibilities of the Service are as follows:
To implement and manage a scheme of financial support for higher education as part of Student Finance Direct and in partnership with the Student Loans Company (SLC), the Department for Education and Skills (DfES) and Higher Education Institutions (HEIs).
To develop, implement and evaluate a scheme of financial support for post-16 school pupils using Learner Support Funds (LSF) allocated by the Learning and Skills Council (LSC).
To provide support to schools and colleges within the LEA in the promotion and implementation of the Education Maintenance Allowance (EMA) for post-16 students.
The Student Support team supports approximately 3000 Higher Education students from the borough each academic year by assessing their entitlement to tuition fee, loan and grant support on an annual basis. The Service also supports higher education students with disabilities by the purchase of equipment and services to enable them to access the same educational opportunities as the wider student population. The service also provides income assessed financial support to up to 300 16-19 school pupils from the Learner Support fund. The aim of the Fund is to aid participation and retention in further education by removing financial barriers which would prevent students form remaining in education after 16. The service undertakes a programme of visits to schools and colleges to promote the service and support available.
