Standard Planning Application Form (1APP)

We have been advised by Central Government that legislation to make the use of a New National Standard Planning Application Form (1APP) mandatory will now come into force on 6 April 2008, not 1 October 2007 as previously indicated.

The 1APP forms will replace Rotherham MBC’s current planning application forms and are now available in Paper format and will soon be available to download or complete via an online form from the  Planning Portal website.

From 6 April 2008, therefore, this new form will be the only method of submitting a planning application for most types of planning consent for all Local Planning Authorities in England.

At present, most authorities produce their own planning application forms which can differ in style, content and the information which is required. This inconsistency can sometimes lead to confusion for planning professionals and the public alike.

The 1APP is part of the government's commitment to make the planning system simpler, faster and easier to use. As well as speeding up the planning process, the introduction of the form will also enable more planning services to be provided online and give applicants certainty about the information they need to provide.

How will it work?

The 1APP is an electronic application form hosted by the Planning Portal. Once logged into the website, the applicant or agent is asked a series of questions to help determine which application form to complete.  A detailed form specific to the proposal will be generated once this procedure is completed.

The Standard Planning Application Form will cover a range of application types including Householder, Planning Permission, Listed Building consent, Conservation Area consent, Tree Applications (inc. Tree Preservation Orders and Trees in Conservation Areas) and Advertisement Consent. Along with the electronic planning application form, supporting plans and documents are also submitted electronically as part of the online application process.

What are the benefits?

  • A simpler, more transparent planning process
  • Familiarisation with just one form for all application types and all Councils
  • Standard Information (e.g. your address and contact information) so it does not need to be re-entered for future applications
  • A better chance of submitting a valid planning application
  • The electronic form determines the correct planning consent required
  • 1APP allows the completion of a single online application form for multiple types of consent i.e. Listed Building Consent alongside a Full Planning Application
  • A tool to calculate the fee payable
  • The option to pay online the fee payable
  • The option to pay online direct to the authority
  • Submitting documents in pdf allows a measuring tool to be added helping the LPA to process your application swiftly and electronically

Paper versus Online forms

There will still be an option to complete and submit paper copies of an application form, however bear in mind that the intelligent nature of the forms should mean it is quicker and easier to complete the forms online because you will only be asked questions that are relevant to the type of application form you are submitting.

Will I still be able to obtain a paper copy of an application form?

Paper copies of most common types of application forms will still be available to potential applicants after 6th April 2008. Not all planning applications will have to be submitted electronically after this date, as it is recognised that many applicants will still prefer to submit paper applications.

We will not be able to accept any other application forms after 6th April 2008.
