The planning process through the new This is an internal link icon Local Development Framework will shape the places where you live, work and spend your leisure time. Your involvement in preparing this Framework is vitally important to us.

One of the aims of the planning reforms introduced by the Planning and Compulsory Purchase Act 2004 is to achieve wider community participation in the planning process.

The SCI sets out the Council's policy for community participation, including the engagement of traditionally excluded groups, together with the standards of community involvement to be achieved in the preparation, alteration and review of the various documents in the new This is an internal link icon Local Development Framework (LDF) and in consultations over planning applications. It is intended to ensure the active, meaningful and continued involvement of you, local communities and stakeholders throughout both processes.

In addition to outlining the general approach to enhancing community participation, the SCI addresses more specific arrangements for the involvement of appropriate stakeholders and local interests in the preparation of the first round of LDF documents - the This is an internal link icon Core Strategy supported by Policies and This is an internal link icon Site Allocations Documents with accompanying Proposals Map (initially concentrating on housing, economic and transportation matters). Following completion of the pre-submission consultation and pre-submission participation stages of production the SCI was submitted to the Secretary of State on 31 August 2005. Further comments were then invited over a statutory six-week period, which closed on 31 October 2005. The submitted document was independently examined in February 2006 and a binding report of This is a PDF icon Recommendations (360 Kb) was submitted to us in March 2006.

The SCI has been amended to meet the recommendations set out within the Inspectors Report and following on from this it was considered by Full Council on 14 June 2006 where approval was given for its formal adoption as Council policy. The  Adoption Statement (19 Kb) is the statutory notice of this resolution.

The adopted SCI, accompanying Inspector's report and adoption statement are available for reference purposes at Rotherham Central Library and branch libraries throughout the Borough and at the Civic Customer Service Centres at Walker Place, Rotherham and at Station Street, Swinton.
