Introduction
The Council’s innovative approach to procurement has been recognised as excellent practice by the beacon scheme. The award highlighted the outstanding steps taken by Rotherham to achieve a robust approach to procurement, with the aim being to achieve best value through effective procedures and option appraisal leading to a clear mix of service and goods provision.
Rotherham’s strengths include:
- Strong political leadership
- A corporate approach to driving procurement strategy, including a panel of council wide procurement managers
- Sound relationships through a variety of models, including PFI (Private Finance Initiative)
- Strengthening links with voluntary and community sector
- A number of highly successful strategic partnerships including, RBT (Connect) Ltd, Rotherham Construction Partnership, Translink, Ringway, PFI partners and others
Rotherham’s approach to procurement has resulted in many major outcomes, including:
- Procurement savings of £1.5m in 2005 -2006
- Efficient processes leading to estimated further savings of £3.4m by the end of 2005-2006
- Second in the country for Gershon savings generated by procurement

Buying into Excellence – Procurement Beacon Roadshows
The five beacon authorities for the theme of delivery of quality services through procurement ran a series of UK wide roadshows between September 2006 and February 2007, the specific dates and locations are outlined below:
- 27 September 2006 - Aintree Racecourse, Liverpool
- 12 October 2006 - The Hilton Hotel, Coventry
- 21 November 2006 - St James Park, Newcastle
- 25 January 2007 - The Thistle Hotel, Exeter
- 14 February 2007 - BT Tower, London
- 15 February 2007 - BT Tower, London

The roadshows offered delegates the chance to learn from the beacon authorities, share experiences and take part in informative and innovative workshops. A wealth of topics were covered, including efficiency and e-procurement, working with suppliers, collaborative working and partnerships, leadership and strategy.

Working Together
