RBT (Connect) Ltd was formed in April 2003 and followed an OJEC (European Tendering Exercise) by Rotherham MBC. The Council had recognised the need to address a number of important issues; these included the need for a Corporate approach to its Customer Services, the need for significant investment in an aging and fragmented ICT service, a desire to improve internal efficiency and last, but not least, the Government's 2005 agenda which required electronic communication to be a channel of choice.
The solution to these issues was the formation of RBT (Connect) Ltd, a Joint Venture Company between the Council and BT. The Partnership is for 12 years and will see the formation of a Company of which the Council owns 19.9% (maximum allowed under current legislation) and BT owning the remaining 80.1%. The staff within the Company are either employed by BT or the Council, in both cases they are seconded to RBT.
