Rotherham's Joint Disability Equality Scheme

Welcome to our Disability Equality web page

With the involvement of disabled people, the Council, Rotherham Primary Care Trust and Rotherham Hospital Trust have produced a joint Disability Equality Scheme for Rotherham.

The Council is committed to promoting equality of opportunity for disabled people in the way:

• it employs its staff
• delivers services to disabled people
• involves and consults with disabled people in Rotherham.

We recognise that disabled people may, at times, have different needs. Our aim is to provide services that are appropriate, sensitive and accessible to everyone without discriminating.

Background

The Disability Discrimination Act (1995) has been amended by the Disability Discrimination Act (2005) to place a duty on all public authorities to promote disability equality. This duty will have a significant impact on the way we run and deliver our services to improve the lives of disabled people. As a Council we will need to:

• promote equality of opportunity for disabled people
• eliminate discrimination and harassment of disabled persons;
• promote positive attitudes towards disabled persons;
• encourage participation by disabled persons in public life; and
• take steps to take account of disabled persons’ disabilities, even where that
   involves treating disabled persons more favourably than other persons.

The duty will become a central part of the council’s functions. It will be considered in planning, policy making, service delivery, regulation, enforcement and employment.

The specific duty regulations require public authorities to produce and publish a Disability Equality Scheme (DES) with a three-year action plan. The aim of the scheme is to demonstrate how we intend to fulfil our general duty to promote disability equality.
