Rotherham Neighbourhood Renewal Strategy 2005 - 2027
Rotherham’s Neighbourhood Renewal Strategy (NRS) is integral to the delivery of Rotherham’s Community Strategy 2005-2010. It sets out the commitment of the Rotherham Partnership to tackling the inequalities which exist within the Borough as well as a commitment to improve the quality of life and services for everyone in Rotherham.
The five strategic themes of the Community Strategy (Achieving, Learning, Alive, Safe and Proud) and two cross-cutting theme (Fairness and Sustainable Development) are key to neighbourhood renewal.
To deliver neighbourhood renewal, progress is needed in three key areas:
• to improve the life chances of children and young people;
• to enable everyone to achieve functional skills for life;
• to help the economically disadvantaged through sustainable employment.
These help the NRS to focus on the root causes of deprivation.

Neighbourhood Delivery
It is the intention of partners in Rotherham to move towards neighbourhood management of local services with a particular focus on the most deprived communities. To support this, we are committed to strengthening interagency working at a local level, building local networks, increasing community confidence and stimulating the growth of social capital.

Communities of Interest
We recognise that the task of renewing neighbourhoods and addressing inequalities includes providing support for communities who are not just defined by their geographical location. Many communities also face multiple deprivation and whilst some of these groups are concentrated in the target neighbourhoods none are exclusive to them and they can be found across the Borough. For this reason the LNRS targets both communities of place and communities of interest.
Our target communities of interest are:
- Disadvantaged Black and Minority Ethnic Communities
- Disabled people and their Carers
- Vulnerable Older People and their Carers
- Children and Young People suffering deprivation

Communities of Place
Neighbourhood renewal focuses action and resources on the most deprived communities. To this end the Strategy targets the most deprived 25% of Rotherham, as defined by the Local Index of Multiple Deprivation. There are 13 neighbourhoods identified which are shown on the maps below.
