Council Structure and Services

Rotherham is a Metropolitan Borough Council. It is led by a Cabinet, a group of ten councillors who make key decisions about the Council’s policy and budget. The Cabinet recommends policy and the Council’s annual budget to the Full Council, which is made up of 63 councillors in total.

Council services are led by the Council’s Corporate Management Team (CMT) of chief officers. CMT is made up of the Council’s Chief Executive and five Strategic Directors.

The Council is divided up into five departments, known as directorates:

In addition, some services are provided by This is an internal link icon RBT (Connect) Ltd. RBT is a partnership between the Council and BT, which was set up in 2003.

This is an internal link icon 2010 Rotherham Ltd is an Arms Length Management Organisation (ALMO). It works closely with the Council and has been set up to deliver neighbourhood management – including housing repair and management.
