Rights of Way Improvement Plan

All councils must produce a Rights of Way Improvement Plan. This looks to improve routes for walkers, cyclists, horse riders and people with disabilities.

The plan aims to:

  • Provide a network that is correctly recorded, accessible, clear and safe
  • Develop the network. To meet user and visitor needs, but keeping the character of the countryside
  • Maximise access opportunities. To make the network available to the widest possible audience, particularly people with disabilities
  • Increase opportunities for sustainable travel, leisure and access to work, school and local services
  • Prioritise and deliver schemes to meet the needs and aspirations of the population. To deliver the greatest benefits from available resources
  • Promote and encourage respect and understanding between path users and occupiers to minimise conflict
