Scrutiny reviews

The Overview and Scrutiny Management board (OSMB) and the Select commissions will carry out a number of in-depth investigations or reviews into issues affecting the Council or the borough.

Scrutiny reviews can take a number of forms:

  • 'big picture reviews' examining cross-cutting issues involving a number of Council sections
  • more focused reviews, examining a particular problem, policy or service
  • 'one off' reviews into a particular issue or decision

As part of the review, the working groups collect evidence from a number of sources. These can include:

  • discussions with witnesses (including Council officers, service users or representatives of outside bodies
  • written submissions
  • site visits or 'mystery shopping'
  • examining good practice from other councils or agencies
  • commissioned research

Once evidence is gathered, the working group normally submit its findings in a written report to the relevant Select Commission.

It is then forwarded to the Council's Cabinet or Cabinet Member to decide what action they wish to take on the recommendations. Scrutiny members closely monitor progress on the implementation of the review recommendations.
