Strategic Human Resources

The Strategic HR Department provides strategic direction to the Council and its senior managers on all workforce development issues.

We identify the tools to enable the Council to get the best from its most important resource, its employees.

The aims of Strategic HR are:

  • To ensure we have an efficient & effective organisation
  • To develop leadership capacity during change
  • To manage existing talent and attract new talent, as appropriate
  • To have a fairly rewarded workforce

  Our Top Achievements in 2010/11:

  • Delivery of 15 service reviews to enable balancing of the in-year budget deficit.
  • Continuing roll out of WorkSmart, our agile working initiative, in preparation for office rationalisation
  • Further activity, training and awareness-raising in relation to employee health and wellbeing, including mental health, alcohol awareness, season flu.
  • Commencement of a pilot of the Sheffield City Region Leader ship Programme with positive initial evaluation and review by Local Government Improvement & Development.
  • Involvement of the workforce in the change agenda via Exchange online and consultation on the corporate plan.
  • Worker Representative Group activity, including 2 conferences, active involvement in policy development, Riverside House and other consultations.
  • A new model for manager development, including some shared provision with Sheffield City Council and Barnsley MBC.
  • Completion of a qualifications audit, with a 90% response rate, enabling targeting of further employee development.
  • Positive response and higher level of take-up to business-focused skills for life (numeracy, literacy, ICT) provision.
  • Continued expansion of apprenticeships and placements for looked after children, long term unemployed, people with a disability and using secondary mental health services.
