Legal and Democratic Services
The Assistant Chief Executive for Legal & Democratic Services is Tim Mumford, who also acts as Monitoring Officer to the Council. The Monitoring Officer has the duty of reporting to the Council in various circumstances, particularly on actions or proposals in contravention of the law.
The Monitoring Officer also advises the Council's Standards Committee and the Cabinet and is a member of the Council's Corporate Management Team.
They are also responsible for establishing and maintaining a register of councillors' and co-opted members' interests which may be inspected by any member of the public.
Legal and Democratic Services has three main functions:
The Legal Services division is a support service which ensures the legality of the actions of the Council and its directorates.
Democratic Services provides a full range of support to the Council, the Cabinet, boards, committees and panels and officer meetings. We also provide support for the Mayoralty and councillors.
Electoral Services are an essential part of the democratic structure of the United Kingdom. They exist to provide the means and the mechanism to conduct elections and occasionally referendums. Our function is to support the statutory roles of the Chief Executive as Returning Officer and Electoral Registration Officer.
