How to pay a fixed penalty notice

There are many ways in which you can pay your environmental fixed penalty notice.

Online

If you would like to pay your fixed penalty notice via the Council website then please use the Online Payments section. You will need to select "Env Fixed Penalty" as the fund type and enter your fixed penalty notice number in the reference field. You will also need a credit or debit card to make the payment.

By phone

Ring our payment line on 01709 334528 quoting "Env Fixed Penalty" and giving your fixed penalty notice reference number. You will need a credit or debit card.

In person

You can pay at any of our Customer Service Centres.

By post

Please complete the relevant forms and send to:

If payment has not been received after 14 days:

1) No further reminders will be sent.
2) The matter will be referred to Rotherham Magistrates Court.
3) A person who is found guilty of an offence will be liable on summary conviction to a fine not exceeding:

  • level 3 on the standard scale (currently £1000) under section 3 of the Dogs (Fouling of Land) Act 1996;
  • level 4 on the standard scale (currently £2500) under section 87 of the Environmental Protection Act 1990 (littering)

In addition costs may be awarded against you.

If you appeal against the Penalty Notice, legal action will not be started until after any appeal is heard, If an appeal is allowed, no legal action will be started.

Appeals against the issue of the Notice

  • If you feel that the Notice is not reasonable or justified, you should complete our Parking ticket or penalty charge challenge eForm or put the reasons and evidence for this in writing to the Fixed Penalty Notice Appeals Board, using the Community Protection Unit address above. An appeal may be made, for example, if you are the registered keeper of a vehicle, but you were not the person who was witnessed littering from the vehicle, or if you will have diffculty paying this fine and need to discuss alternate ways to pay
  • An appeal must be made in writing within 14 days
  • A manager, independent of the case, will study the evidence, and write to you within 10 working days to inform you, with reasons, if the appealed is being dismissed or allowed
