What to Submit with an Application

Validation of Planning Applications

On the 6th April 2010 the Government published 'Guidance on Information Requirements and Validation' as an accompanying document to the 'Development Management policy annex on information requirements and validation'.

These documents set out the Government's revised policy on the information which must be provided in support of planning applications, so that local authorities can determine the validity of planning applications.

It is hoped that this document will be used by all those thinking of making an application to establish the scope of the information required, however the authority encourages Pre-Application Discussions to discuss the merits of the scheme in addition to the information required when submitting an application.

This version has been formally adopted by the Council on the 15th December 2010 after a 16 week consultation period and with amendments made to it after having regard to consultation responses.

Validation of Planning Applications Policy

Failure to meet the requirements of the Council's validation policy will result in an application being registered invalid, resulting in a written request for further information and a delay in the decision making proccess.

Land Contamination Assessments

The Council has adopted guidance from Yorkshire and Humberside Pollution Advisory Council which now forms part of the Council's validation policy. The guidance requires a Phase 1 Report  (Land Contamination Assessment) to be submitted for any of the following developments.

  • All new residential development (houses, flats, nursing homes)
  • Allotments
  • Schools
  • Nurseries and creches 
  • Childrens playing areas and playing fields
  • Mixed use developments containing any of the above
  • Any land where contamination is suspected for all or part of the site

The following guidance and checklists contained within should be used in preparing a Phase 1 Report.

Development on Land Affected by Contamination

For development of a single dwelling, it may be sufficient to submit a Scoping Opinion. The following form should be filled out and completed for such development in order for the Council to accept the application.
