Guidance on Construction and Demolition Wastes

The Council's Household Waste Recycling Centres are provided and licensed only for local residents to deposit their own household waste.

The Council has no legal duty to provide a free waste disposal service for waste from works of construction, demolition or excavation and even from household DIY. This type of waste is legally classed as being industrial waste and not household waste.

An easy way to understand what is classed as construction, demolition or excavation waste is to think about what materials or items you would take with you if you moved home. If you would not take it, then it is most likely classed as construction and demolition waste.

Despite the Council having no legal duty to accept any construction and demolition waste, we recognise that householders do carry out DIY projects. A small quantity of DIY waste from your own home may be accepted at our Household Waste Recycling Centres under the following conditions;

We mean by a "small quantity" waste from small scale DIY work such as changing an internal door, or replacing a broken fence panel.

Where the Site Attendants are unsure whether or not the waste is household, the person bringing in the waste may be required to sign a disclaimer form confirming the waste is from their own home.

The waste must be delivered by the resident themselves and be as a result of their own work.    

Repeat or regular visits with DIY type waste may be refused at the Site Attendant's discretion and may involve follow up enquiries to determine the origin of the waste.

Construction and Demolition waste from larger DIY projects will not be accepted at our HWRC's, even if it is delivered to site in a van or trailer which has a valid permit for household waste.

No commercial waste is allowed at our Household Waste Recycling Centres.

You should make other arrangements to dispose of larger quantities of construction and demolition waste by any of the following methods (a service charge is likely to be made):

  • Hiring a skip or a "skip bag" from a registered private waste disposal company.
  • Employing a registered private waste disposal company to collect your waste.
  • Delivering your own waste to a licensed private disposal or recycling facility.
