Plan Submitted

The Council submitted its Local Plan Sites and Policies document to the Secretary of State on 24th March 2016 for examination in public. 


Examination News

16th March 2017 The Inspector has written (10 March 2017) to the Council setting out the Proposed Main Modifications that he considers are necessary at this moment in time to make the Rotherham Sites and Policies Plan sound. These Proposed Main Modifications are set out in three attached Appendices relating to Sites for Development (Appendix 1), Development Management Policies (2) and Other Matters (3).

The Inspector’s letter (ID024) and Appendix 1 make it clear that the Inspector considers that there is a need for the Council to identify and consult on additional housing allocations in the Wath-Upon-Dearne, Brampton Bierlow and West Melton settlement grouping.  This will be the subject of a separate public consultation exercise before the Proposed Main Modifications are advertised for comment. Further details of the process involved are set out in the Inspector’s letter.

The Council has indicated that the identification of additional sites in the Wath-Upon-Dearne, Brampton Bierlow and West Melton settlement grouping, and the consultation thereon, is likely to be completed by mid-July 2017. The Inspector would then consider all representations received on this specific consultation and determine whether a further hearing was necessary. If required it is anticipated that the hearing would be held in August or September 2017. The Proposed Main Modifications would be advertised for comment after this, probably in October 2017. With such a programme it is anticipated that the Inspector’s Report would be available in late 2017. 

8th December 2016  Group 3 hearings: The Programme Officer will be contacting representors to advise them that hearing statements for Matters 28-32  are available. It is important that all interested parties continue to review this Latest News page to ensure they keep themselves up to date.

23rd November 2016 The Programme Officer will be contacting representors to advise them that ID021, the Inspector's Supplementary Hearing Agenda for the Group 3 hearings has been published. This includes changes to times and dates, providing a running order for week 7 of the hearings. If representors intend to submit further evidence, 4 hard copies of all statements should be delivered to the Programme Officer, C/O Planning Policy Team, Regeneration & Environment, Rotherham Metropolitan Borough Council, Riverside House, Main Street, Rotherham, S60 1AE by 5pm on 5th December 2016. Statements should also be submitted in electronic form, if possible. If further representations cover more than one Main Matter  separate copies of the statement is required for each Main Matter.

9th November 2016 Group 2 hearings: Appendix 4 to ID013a, the Inspector's Supplementary Hearing Agenda for week 6, has been published. This includes a running order for week 6 of the Group 2 Hearings.

1st November 2016 Group 2 hearings: Appendix 3 to ID013a, the Inspector's Supplementary Hearing Agenda for week 5, has been published. This includes a running order for week 5 of the Group 2 Hearings.

21st October 2016 Group 2 hearings: Appendix 2 to ID013a , the Inspector's Supplementary Hearing Agenda for week 4, has been published. This includes a running order for week 4 of the Group 2 Hearings. The following documents have also been added to the examination library:

14th October 2016  Earlier this week the Inspector requested that the Council prepare a clarification note as regards housing land supply. This has now been published as RMBC038.

12th October 2016  Group 2 hearings: The Inspector's Supplementary Hearing Agenda, Appendix to ID013a has been published. This includes an initial running order for the Group 2 Hearings.

10th October 2016  Group 2 hearings: The Programme Officer will be contacting representors to advise them that hearing statements for Matters 15-27 and the revised draft programme (ID013a) are available. Only those listed on this latest version of the programme will be able to participate at the debate and it would be helpful for participants to confirm with the Programme Officer whether or not they intend to participate. If representors have a query regarding the programme please contact the Programme Officer to be assisted as a matter of urgency. It is important that all interested parties continue to review this Latest News page to ensure they keep themselves up to date. 

30th September 2016  The Programme Officer will be contacting representors to advise then that the Inspector’s Matters Issues and Questions (ID017) and the draft programme (ID018) for Group 3 hearings have been published.  The Programme Officer will ask representors to carefully check the programme and to contact the Programme Officer to confirm the name of the attendee, or if they have any queries no later than 4.00 pm on Friday 14 October 2016.

20th September 2016  The recently adopted Rotherham Town Centre Supplementary Planning document has been added to the examination library (RMBC031 and RMBC032)

16th September 2016  The Council has been made aware of a number of errors relating to historic completion figures in the Housing Land Supply (RMBC029) and Five Year Housing Land Supply (RMBC030) documents.  The Council would like to apologise for this.  An errata note containing corrections has been provided (RMBC028a)

24th August 2016 As requested by the Inspector in his Note 1 regarding Housing Land Supply (ID014) the Council has had discussions with representatives of the house building industry to clarify the Council's housing supply methodology and the various outputs. A note of this meeting (RMBC027) has been published and following this the Council has produced Housing Land Supply document (RMBC029) and a Five Year Housing Land Supply document (RMBC030) which are available for consultation between 26th August and 23rd September 2016. The Inspector will consider all comments received from representors on these two housing supply documents and, if necessary, hold an additional hearing. If required, the provisional date for this is Monday 17 October 2016.

All representors who made duly made comments at the publication stage are invited to submit comments (only in relation to matters contained in these two documents) and have been informed by e-mail or letter (RMBC028). Please note that all representations on this consultation should be sent directly to the Council, via e-mail to planning.policy@rotherham.gov.uk or by post to Planning Policy Team, Regeneration & Environment, Rotherham Metropolitan Borough Council, Riverside House, Main Street, Rotherham, S60 1AE by 5pm on 23 September 2016.

12th August 2016 The Council have submitted to the Examination Policies maps prepared for each settlement grouping and showing the representor / omission sites alongside the Councils preferred development locations and safeguarded land to accompany the Group 2 hearings. These are available to view under reference numbers RMBC026 to RMBC026n.

28th July 2016 The Programme Officer will be contacting representors (those that submitted duly made representations on the Publication Sites and Policies document) to advise them that the Schedule of Matters Issues and Questions (ID012) and the draft Programme (ID013) for Group 2 hearings have been published. The Inspector has also issued his Note 1 regarding Housing Land Supply (ID014) and his Note 2 (ID015) regarding the progress of the Examination.

The Programme Officer will ask representors to carefully check the draft Programme, relating to the participation at the Group 2 autumn Hearings, and to contact the Programme Officer to confirm the name of the attendee, or if they have any queries no later than 5 pm on the 12 August 2016. Only those registered  as participants will be able to take part in the relevant hearing sessions and participants should keep themselves up-to-date with the arrangements and programme. Anyone is welcome to attend the hearings as an observer, but only those listed will be able to take part in the discussions.

Further information can be found in the Guidance Notes for Participants (ID003) which includes information about submissions of further evidence. 8th July 2016  At the Inspector's request the Council has prepared a summary of the duly made representations and the Council's response. RMBC012 has now been added to the examination library. 

4th July 2016  The Programme Officer has contacted representors to advise that the Hearing Statements for Matters 1 to 14 are available to view together with the Inspector's Agendas for the Group 1 Hearings ID011 and the Draft Programme, version 3 ID005b are now published.

22nd June 2016  The Programme Officer will be contacting representors to remind them that if they intend to submit further evidence, 4 hard copies of all statements should be delivered to her at C/O Planning Policy Team, Regeneration & Environment Rotherham Metropolitan Borough Council, Riverside House, Main Street, Rotherham, S60 1AE by 5pm on 28 June 2016. Statements should also be submitted in electronic form, if possible.  If further representations cover more that one Main Matter a separate copy of the statement is required for each Main Matter, and should be appropriately referenced. Representors can submit further evidence in response to the Inspector's Matters, Issues and Questions Paper that is relevant to their representation either for the Hearings or for written representations.

9th June 2016 The Programme Officer will be contacting representors advising them that ID005a the updated Draft Programme version 2 has been published. Participants are asked to carefully check the Programme and raise any queries with the Programme Officer no later than 5pm on 16th June.

12th May 2016 The Council response to ID001 has been added to the Examination library as RMBC001

6th May 2016 The Programme Officer has written to all representors, ID002 (those that submitted duly made representations on the Publication Sites and Policies document) regarding the examination. If the Programme Officer does not hear from representors about attendance at the hearings by the 20 May 2016 it will be assumed they do not wish to take part in the hearings.

Inspector Chris Anstey BA(Hons) DipTPDip LAMRTPI has been appointed to conduct the examination to determine whether Rotherham’s Local Plan Sites and Policies document is sound. All correspondence with the Inspector must be made through the Programme Officer - no direct contact with the Planning Inspector is permitted.

Examination Library

The Examination Library contains a list of documents submitted for examination and background documents which have informed the production of the Local Plan Sites and Policies document. It also contains documents relating to the examination, and will be updated as the examination progresses.

As this Statement confirms, printed copies of the submission documents can also be inspected at the Council's main offices at Riverside House, Main Street, Rotherham (9:00am to 5:30pm, Monday to Friday.)
