Rotherham Council’s Code of Corporate Governance explains how the Council makes decisions, manages services and ensures accountability. It brings all governance policies together in one place and is reviewed every year.
The Code is based on national guidance from CIPFA and SOLACE and sets out how the Council aims to act lawfully, openly and in the public interest. It describes how the Council:
- promotes integrity, ethical behaviour and respect for the law
- makes decisions openly and involves residents, partners and service users
- plans long‑term outcomes that balance economic, social and environmental needs
- uses evidence, consultation and risk management to choose the right interventions
- develops leadership, staff capability and organisational capacity
- manages performance, risk and finances effectively
- reports transparently on how it is performing and how public money is used
The Code is reviewed annually and its effectiveness is assessed through the Council’s Annual Governance Statement, which is published alongside the Statement of Accounts.
