Responsibilities of the School and Panel

The referring school will:

  • Recognise and accept your collective responsibility for the education of all pupils in Rotherham regardless of their level of need and challenge.
  • Agree to use a model of graduated response in relation to behaviour concerns modelled on the ‘assess, plan, do, review’ set out in the SEND Code of Practice.
  • Acknowledge that Permanent Exclusion has a negative effect on any pupil and as such should be used as a last resort only once all other options have been exhausted.
  • Utilise all available options and resources to avoid placement outside mainstream ahead of referral into the area wide Inclusion Panel.

The Inclusion Panel will:

  • Hold panel meetings (monthly) to consider referrals and to propose appropriate outcomes for the pupils referred.
  • Have responsibility or delegated responsibility to make decisions pertaining to the school, academy, or the agency they are representing.
  • Provide a multi professional forum for discussion and decision making, working in partnership to promote inclusion.
  • Provide a transparent, responsive referral route to targeted and specialist resources, ensuring children and families access the relevant support in a timely manner.
