Our responsibilities as a landlord
The Council acts as the Principal Accountable Person for high-rise buildings owned and managed by the Council. The designated Accountable Person is the Service Director of Housing.
As a social landlord, we:
- assess building safety risks across our housing stock
- maintain accurate, up‑to‑date building safety information (“Golden Thread”)
- carry out regular fire risk assessments, structural assessments and safety inspections
- communicate clearly with residents about building safety
What we have done about building safety
Beeversleigh is the only Rotherham Council‑owned building that falls within the scope of the Building Safety Act.
It is a 15‑storey residential block with 48 homes. It requires a full Safety Case Report, annual reviews and a comprehensive resident engagement plan.
Over the last year, the Council has adopted Safety Culture software. This allows inspections to be carried out digitally on site, including the ability to record images in inspection reports.
The Council also has a team of NEBOSH Fire Safety‑certified specialists dedicated to improving fire safety across the borough.
Tenant engagement
We engage residents through:
- monthly drop‑ins
- twice‑yearly Rotherfed‑led meetings
- fire‑door engagement during annual checks
Residents can raise concerns at any time using our dedicated inbox: firesafety@rotherham.gov.uk. All residents were consulted on the engagement plan and no objections were received.
Sharing safety information
We provide residents with:
- annual Fire Risk Assessment (FRA) summaries
- asbestos reports
- evacuation plans
- electrical servicing information
- building compliance updates via notice boards or on request
This ensures residents can access clear, up‑to‑date safety information all year round.
Fire and structural safety improvements
Beeversleigh has:
- sprinklers
- compartmentation works
- upgraded fire doors
- a modern alarm system
- car park column protection
Structural concerns identified in earlier surveys have been permanently resolved. There is no unsafe cladding. All 16 actions from the 2025 FRA have been completed.
