Service description

The Service provides access to health and safety, emergency planning and business continuity advice, guidance, support and training to ensure schools and academies are able to comply with the legal requirements of the Health and Safety at Work etc Act 1974 and underpinning regulations, the Civil Contingencies Act 2004, DfE requirements and compliance with school policy requirements.

The service also provides advice, guidance and support in relation to claims against schools and academies caused by alleged health and safety legislative breaches. (NB although RMBC may not be currently insuring an Academy School, claims can be received pre conversion date which the home Authority has responsibility for settlement).

The service also provides a dedicated risk management website where documents such as model policies and template risk assessments can be accessed.

Health and Safety officers advising schools and academies are all qualified occupational safety and health practitioners. The Emergency Planning Team holds Beacon Council status for its work around resilience planning.

Service details

  • Advice and guidance on occupational health and safety matters from the CYPS Risk Management Section and the RMBC Health and Safety Section
  • Advice and guidance around the development of policies and procedures
  • Access to health and safety guidance available electronically including policies, risk assessment models, audit and inspection documents, health and welfare guidance, premises and fire safety arrangements
  • Access to health and safety training courses arranged by CYPS at Rockingham PDC as part of the Risk Management training programme
  • Staff/Pupil accident reporting and investigation process
  • Reporting of RIDDOR reportable incidents by the RMBC Emergency and Safety section & liaison with the HSE
  • Reactive site visits at the school / academy's request to assist leaders to maintain statutory compliance
  • CYPS/Corporate template documents to assist the emergency planning process
  • Advice and guidance regarding compliance with the legal requirements of the 'Ministry of Justice Reforms' in relation to timescales and procedures dictating claims
  • Membership of CLEAPSS and the Radiation Protection Advisory (RPA) service for secondary schools to ensure statutory compliance

Children's Centres and Special Schools

Children's Centres and Special Schools = £450

Primary Schools

PAN = Published Admission Number of the school

  • Schools up to a PAN of 30 = £450
  • Schools up to a PAN of 45 = £620
  • Schools up to a PAN of 60 = £700
  • Schools up to a PAN of 90 = £800

Secondary Schools

PAN = Published Admission Number of the school

  • Schools up to a PAN of 140
    = £1,525 including CLEAPSS and Radiation Protection Advisory Service
  • Schools up to a PAN of 210
    = £1,925 including CLEAPSS and Radiation Protection Advisory Service
  • Schools up to a PAN of 260
    = £2,525 including CLEAPSS and Radiation Protection Advisory Service
  • Schools with a PAN above 261
    = £2,825 including CLEAPSS and Radiation Protection Advisory Service

** Please note Secondary Schools and Academies not wishing to subscribe will need to make their own alternative arrangements for continued CLEAPSS Membership.
