Area Housing Panel Funding Guidance Notes

The Area Housing Panel (AHP) funding is a budget from the HRA (Housing Revenue Account) to invest in environmental projects and improvements, where Council tenants or a majority of Council tenants in our neighbourhoods, will directly benefit.

Generally speaking, projects supported and delivered through this funding should link in some way to the management and maintenance of the Council’s homes and estates, support the maintenance of sustainable tenancies and improve services to tenants.

The funding is allocated each financial year. Once available funding is fully committed, usually no later than autumn each year, any further funding requests would be considered for approval from the following years budget.

Each project must be sustainable and deliver outcomes which produce a positive long term benefit or impact, to tenants and neighbourhoods. Projects should also contribute towards addressing Ward, Corporate and partnership priorities, for example the reduction of crime and/or the fear of crime; addressing anti-social behaviour; improving the quality of our neighbourhoods and the general environment etc. 

Set out below are examples of some of the project activities that Area Housing Panels have delivered previously:

  • Security fencing                                                                               
  • Parking bollards in problem parking areas                            
  • Security lighting/additional street lighting                                                                            
  • Planting schemes                                                                                            
  • Improvements to playgrounds on Housing land
  • Community noticeboards and benches
  • Motorcycle barriers
  • Improved signage

This is not an exhaustive list and project proposals will be considered on their merits, in accordance with the guidance above and the information provided within this application form.

Prior to any project being approved, consideration should be given to exploring other funding sources and the potential for match funding e.g. mainstream budgets etc.
