Apply for a travel pass

You may qualify for a disabled person’s travel pass

if you:

  • are profoundly or severely deaf
  • are without speech
  • are blind or partially sighted
  • have certain forms of learning disability
  • do not have arms or have long-term loss of the use of your arms
  • have been, or would be, refused a driver’s licence on medical grounds (other than on the grounds of persistent misuse of drugs and alcohol).

When you complete your

disabled person’s travel pass application, you may be required to submit some supporting documentation, such as: 

  • a certificate of visual impairment (CVI)
  • a letter from the DVLA
  • a letter from a social worker
  • a letter from a psychiatrist
  • a letter from a community mental health worker
  • a letter from an epilepsy nurse

To apply for a disabled person’s travel pass

You will automatically qualify for a pass if you:

  • have been awarded the high rate mobility component of Disability Living Allowance
  • have been awarded a score of eight points or over on the 'Moving Around' descriptor of the mobility component of Personal Independence Payment
  • have been awarded a score of eight points or over on the 'Communicating Verbally' descriptor of the daily living component of Personal Independence Payment
  • are in receipt of a War Pensioner's Mobility Supplement

Free travel for carers

You may also qualify for a 'with carer' pass if you receive:

  • high rate care component of Disability Living Allowance
  • high rate Attendance Allowance
  • enhanced rate daily living component of Personal Independence Payment

The 'with carer' pass means that a carer travelling with you on public transport can travel for free also.

The carer must travel at the same time as you, but it does not have to be the same carer each time. Your carer also does not have to be a professional carer or support worker - they could be a friend or relative.

If you want to apply for a 'with carer' pass, please provide evidence that you meet the qualifying conditions when requesting your proof of entitlement from the Council. You must provide a copy of the letter from the Department for Work and Pensions which confirms the type and level of benefit you are getting. The entitlement must be for a period of at least 12 months.
