Consultation Overview
We are reviewing our Licensing Policy to ensure it continues to support safe, inclusive, and environmentally responsible licensed premises across the borough. This consultation gives you the opportunity to share your views on proposed updates to the policy, which include:
- Strengthening guidance on crime prevention, safeguarding, and counter-terrorism
- Promoting equality, inclusion, and environmental best practices
- Clarifying expectations for different types of premises
- Supporting the safety of women in licensed venues
- Setting out core operating hours and guidance for large events

Your feedback will help shape the final policy, which will be presented to the Council's Cabinet in September 2025.
What We Need to Know
We're particularly interested in your views on:
- Whether the proposed guidance is useful and practical
- How the policy can better support public safety, equality, and sustainability
- Any additional considerations for specific types of venues or events
You'll also have the option to share personal experiences or suggestions that could help improve the policy further.

The consultation closes on 7 July 2025.
What Happens Next
Once the consultation closes:
- All responses will be reviewed and analysed
- A final version of the Licensing Policy will be drafted
- The policy will be presented to the Council's Cabinet in September 2025 for approval
We'll publish a summary of the feedback received and explain how it influenced the final policy.
