ECO4-FLEX scheme – Improving the energy efficiency of your home

The Energy Company Obligation 4 (ECO4) is a government energy efficiency scheme funded by large UK energy companies, who are obligated by the regulator Ofgem to upgrade a certain number of UK homes each year with retrofit measures.

Rotherham Council has widened the criteria to allow more residents to benefit under a section of the scheme named ECO4-FLEX.

To be deemed eligible by Rotherham Council, you must be a private tenure household and meet one of the following referral criteria:

  1. Your household has a gross income per year below £31,000 & have a valid Energy Performance Certificate (EPC) in band D or below

This cap applies irrespective of the property size, composition, or region. The Household has an income less than £31,000 and must have a valid EPC rating of D, E, F or G.

  1. Your household must meet 2 proxies below and must have a valid EPC rating of E, F or G

(You can ask an installer to check if you meet any of the proxies below if you are unsure)

  • Proxy 1 – Your homes is in England’s in Lower-layer Super Output Area 1-3 (LSOA),
  • Proxy 2 – Your household receiving a Council Tax rebate (rebates based on low income only, excludes single person rebates).
  • Proxy 3 - Your household is vulnerable to living in a cold home as identified in the National Institute for Health and Care Excellence (NICE) Guidance.
  • Proxy 4 - Your household receiving free school meals due to low-income.
  • Proxy 5 - Your household is supported by a Rotherham Council run scheme, that has been named and described by the LA as supporting low income and vulnerable households for the purposes of NICE Guideline.
  • Proxy 6 - Your household referred to Rotherham Council for support by their energy supplier or Citizen's Advice or Citizen’s Advice Scotland, because they have been identified as struggling to pay their electricity and gas bills.
  • Proxy 7 - Your household is identified through supplier debt data. This route enables obligated suppliers to use their own debt data to identify either non-Pre-Payment meter households (non-PPM), or Pre-Payment meter households (PPM)*.

a) Non-PPM customers: This is when you have been in debt for more than 13 weeks ending with the day on which the declaration is made and are in a debt repayment plan with your energy supplier or repaying debt through 3rd party deductions.

b) PPM customers: Suppliers may also identify PPM households if:

• You have either self-disconnected or received supplier Discretionary/Friendly credit within the last 13 weeks ending with the day on which the declaration is made; or

• You are in a debt repayment plan with their energy supplier; or

• repaying your fuel debt through 3rd party deductions.

*Proxies 1 & 3 and proxies 6 & 7 cannot be used in combination with each other

  1. NHS referral

Households must have a valid Energy Performance Certificate (EPC) rating of D, E, F or G and be identified as housing a person suffering from a severe and / or long-term health condition that is adversely affected by living in a cold home. The person’s severe or long-term health condition must be due to:

• A cardiovascular condition

• A respiratory disease

• Limited mobility, or Immunosuppression

We recommend you contact 2 or 3 of the providers listed above for a quote before deciding which is the best one for you.  

Your chosen installer will contact you and arrange to book in a survey at your property. Your installer will go through the paperwork with you and confirm that you are eligible. 
After this has happened, your installer will get in touch with the Council and provide the relevant paperwork.

The Council will then sign off documents to determine if your household is eligible via ECO4-FLEX. 

However, it is still at the discretion of an installer if work on your property can take place. The Council are not carrying out any of the work/s, all contracts are between yourselves and a private installer.
