Bridge replacement to reduce flood risk for Catcliffe and Treeton villages

Rotherham Council is expected to take the next step towards a major scheme aimed at reducing the risk of flooding in Catcliffe and Treeton when Cabinet meets on November 17.

In October 2023, the River Rother ran over the existing defences during the storm, flooding 140 homes and five businesses in Catcliffe, and eight homes in Treeton. The incident prompted emergency evacuations and a large-scale clean-up operation, with Council teams working around the clock to support affected residents.

In its budget proposals which were agreed earlier in the year, the Council committed £6million to replace the bridge on Treeton Lane. Modelling has shown that reducing the thickness of the bridge deck could significantly improve water flow and significantly reduce the risk of flooding.

The proposed bridge will be built to modern engineering standards, with more space between the deck and the river. It is expected to be created off-site and installed during the summer months when river levels are usually lower.

Now Cabinet are expected to progress the plans, allowing senior Council staff to enter into a design and build contract with a specialist construction company.

Cllr Lynda Marshall, Cabinet Member for Street Scene and Green Spaces, said: “We understand the devastating impact residents faced during the 2023 floods in Catcliffe and are committed to reducing the risk of future flooding.

“That’s why we’re investing £6m in a major flood alleviation scheme, which includes replacing the bridge on Treeton Lane. The new bridge will improve the flow of the River Rother and help reduce the risk of future flooding.

“Schemes of this nature are complex, and although it is estimated to take at least three years to complete, the Council’s teams will be working hard to ensure it is delivered at the earliest opportunity.

“This is one of several priority flood alleviation projects across Rotherham, reflecting the Council’s commitment to reducing flood risk to vulnerable communities and ensuring our places are thriving, safe and clean.”

The Council is now seeking approval to appoint a design and build contractor with completion expected within three to five years.

Public support for the scheme has been strong, with meetings and drop-in events allowing residents to share their views. The Council has also consulted with the Environment Agency to ensure environmental considerations are fully integrated into the design.

The Council has also been working closely with residents, Catcliffe Parish Council and the Environment Agency to train flood wardens and support the development of a Community Flood Plan.

Additional measures include CCTV cameras to monitor water levels, the distribution of Hydrosacks - compact alternatives to sandbags that are biodegradable.

The bridge replacement forms part of a wider flood resilience strategy, which includes exploring upstream stormwater storage in partnership with neighbouring Local Authorities.
