More detailed guidance on 20mph speed limits to be introduced

A more detailed policy and public guidance on the implementation of 20mph speed limits is set to be introduced by Rotherham Council.

This follows a public consultation to get people’s views on the Council’s approach to the issue.

If adopted by Council Cabinet when it meets on 12 February, the new policy will provide clearer guidance as to where 20mph speed limits can be considered, for example when requested by residents. The policy will also ensure 20mph speed limits are only introduced with the consent of local residents.

Key criteria in the new policy includes:

  • All proposed 20mph speed limits will be subject to public consultation
  • 20mph speed limits only to be provided on minor roads, unless in the immediate vicinity of a school
  • Main roads and busy bus routes to be excluded from 20mph speed limits, to ensure bus services remain attractive, and to discourage drivers from ‘rat running’
  • As 20mph speed limit signs alone only result in small reductions in speed, traffic calming measures will be considered alongside signs, to bring traffic speeds below 20mph

The policy sets out where 20mph speed limits may be considered but does not dictate or require the introduction of 20mph speed limits in any particular circumstances. Each individual application for a reduction in the speed limit is considered on its own merits and people will always be invited to have their say.

All 20mph limits will be subject to public consultation, which will provide opportunity for residents and road users to express their concerns or support, opinions and suggestions.

Local schemes will require ward councillor support and evidence of local consent before they can be implemented. Some 20mph proposals may fall into Department for Transport Programmes, and these will be subject to National Government criteria for adoption rather than that of the Council.

Council Leader, Cllr Chris Read said “In light of the feedback we received during the consultation, we’ve strengthened the assurances in the proposed policy to be clear that we’re not adopting a blanket approach and that local consultation will remain key.”

“This new policy will create a consistent and transparent approach to the introduction of 20mph speed limits. When residents are considering requesting to reduce the speed limit where they live, the policy will explain what they need to consider and what we as a Council will look at before making any changes.”

When used carefully alongside other speed and traffic management tools, 20mph speed limits can help to manage traffic flows and safety in the Borough, by discouraging drivers from using inappropriate routes through residential areas.

Research shows that 20mph speed limits can help to reduce collisions and casualties, while improving safety for pedestrians, particularly vulnerable road users.
