Action Plan Summary
This action plan sets out how we will improve housing in Rotherham over the next five years. It explains the steps we will take to make sure everyone has access to safe, high-quality, and affordable homes. The plan supports our vision for thriving neighbourhoods and reducing inequalities across the borough.
Our main aims
- Build more high-quality, sustainable, and affordable homes to meet local need.
- Improve the safety, quality, and energy efficiency of existing homes.
- Prevent homelessness and help residents live independently.
- Create safe, happy, and thriving neighbourhoods.
Why this matters
Good housing is essential for health, wellbeing, and reducing carbon emissions. Our homes account for around 20% of carbon emissions, so improving energy efficiency will help tackle climate change and lower bills. Better housing also reduces health risks and supports independent living for older and disabled residents.
Key actions
- Deliver 1,000 new council homes by 2027 and increase affordable housing.
- Ensure all council homes meet Decent Homes Standard and achieve EPC rating C by 2030.
- Expand support for residents in fuel poverty and improve energy efficiency.
- Strengthen homelessness prevention and reduce reliance on emergency accommodation.
- Bring empty homes back into use and invest in neighbourhood improvements.
Cross-cutting objectives
- Keep residents healthy and warm.
- Play our part in reducing carbon emissions.
- Reduce inequalities between communities.
