Requirements of the contract

The Council wish to appoint a service provider to support both Council tenants and other low income residents from across the borough who are aged sixty-five (65) and over in order to maximise their income by ensuring the take up of all eligible benefits in particular, Attendance Allowance and Pension Credit.

The Council would like to see three priority outcomes from the provider, they are:

  • Maximise the income of tenants and residents over sixty-five (65).
  • Improve the wellbeing of tenants and residents by maximising their income and independence.
  • Enhance the financial literacy of tenants and residents.

The contract will set a yearly target of four-hundred and fifty (450) participants. The performance will be reviewed on a quarterly basis with the expectation that provision will be spread equitably across the year (approximately one-hundred and twelve (112) clients per quarter)

All participants must receive a full benefit check and support to claim benefits where required. The income generated from interventions must be captured.

All clients must be contacted within ten (10) days of a referral being made to the provider.

Holistic needs assessments must be completed for all clients with referrals made to appropriate support providers where necessary.

The provider must demonstrate that they have been accessible to clients through a variety of methods including face to face/telephone/digitally.

The provider will submit a quarterly written report detailing their performance against the above key performance indicator's/targets. The report will document:

  • The number of clients seen
  • The amount of confirmed income generated by their intervention.

A case study showcasing the wider impact of their intervention upon a client’s situation.
