Household Waste Recycling Centres: Terms and conditions

Concessionary Visits

We recognise that on occasions people may need to use Household Waste Recycling Centres (HWRCs) with a van, for example if they have to clear a deceased relative’s house, or are moving house. On these occasions it may be possible to get a one-off concessionary visit. These cases will be assessed on a case-by-case basis, will be recorded and are solely at the discretion of Rotherham Council.

  1. Concessionary visits will only be granted if a permit book cannot be issued.
  2. Households will only be allowed one concessionary visit every 12 months.
  3. If the concessionary visit is granted, proof of identification, including address, will be required and shown on arrival at the HWRC, e.g. driving licence or two forms of other I.D. such as a Council Tax bill and utility bill.
  4. Concessionary visits will be only granted at the discretion of Rotherham Council.
  5. Concessionary visits will NOT be given for garden waste, DIY or construction waste.
  6. Concessionary visits are only available for the Car Hill site at Greasbrough or the Magilla site at North Anston.
  7. You will be required to provide the Council with a detailed list of the items you wish to dispose of before your concessionary visit to the HWRC.
  8. The Council will then send the list to Car Hill, Greasbrough or Magilla, North Anston, detailing the items you wish to dispose of.
  9. Upon arrival on site you will need to show ID (driving licence preferred) or two other forms ID (e.g. Council Tax bill and utility bill).
  10. Your waste will be checked against the list of items previously supplied.
  11. Any item that is not listed will not be allowed to be disposed of on site.
  12. If your waste doesn’t match what is listed you will be refused entry to site.
  13. Site attendants have the right to refuse anyone suspected of bringing commercial, industrial or large quantities building waste on to site.
  14. Site attendants have the right to refuse anyone suspected of bringing waste from a landlord property.
  15. A concessionary visit provides permission to enter the designated HWRC only and is not a permission to deposit any type or quantity of waste. Any visit will still be subject to the Council’s Waste Acceptance Policy.
