1. What is Selective Licensing and why is it being reintroduced?
Selective Licensing requires landlords in designated areas to obtain a licence to rent out properties. It’s being reintroduced to improve housing standards, tackle anti-social behaviour, and protect tenants.
2. What areas are included in the proposed scheme?
The scheme will cover areas identified as having poor property conditions or high deprivation: Rotherham town centre, Eastwood, Clifton, Boston Castle, Masbrough, Kimberworth, Thurcroft, Dinnington, Brinsworth, and Parkgate.
3. What changes have been made following consultation?
The Council has:
- Reduced the overall cost of the scheme
- Refocused costs on non-compliant landlords
- Offered discounts for landlords who received the ‘Better quality management rebate’
- Revised boundary maps
- Introduced training opportunities
4. How do I apply for a licence if the scheme is approved?
Full details, including application procedures, will be published on the Council’s website following Cabinet approval.
5. What happens if I don’t get a licence?
Letting a property without a licence in a designated area could result in enforcement action, including fines or legal proceedings.
6. Will there be support available for landlords?
Yes. The Council will offer training opportunities and guidance to help landlords meet licensing requirements and improve property management.
