Community Infrastructure Levy
The Council has a Community Infrastructure Levy (CIL) in place for Rotherham. It will help to secure contributions from developers towards infrastructure to support growth, such as:
- Extensions to schools
- Transport schemes
- Improvements to open space, and more
These payments are required alongside planning permission for certain types of development. They will work in tandem with payments negotiated as "Section 106" planning obligations.
The CIL rates are set out in a charging schedule, effective from 3rd July 2017.

Additional information required when making a planning application
The introduction of the levy means that charging authorities require additional information to determine whether a charge is due and to determine the amount.
Applicants will therefore be required to provide additional details to enable authorities to calculate levy liability.
Please note that strict requirements apply with regard to the timing of the CIL process and you should refer to the guidance via the Planning Portal Website.
In most cases a Commencement Notice (Form 6) must be served prior to the commencement of development, otherwise:
- the exemption or relief may be revoked;
- the full CIL charge may become payable;
- a surcharge may be applied.
