New National Scheme of Delegation for Planning Decisions

From 31 October 2026, all local planning authorities in England will operate under the Government's new National Scheme of Delegation, introducing a more consistent national approach to how planning applications are determined.

Under the new arrangements, planning applications will fall into one of two categories which will determine whether a decision is made by a planning officer under delegated powers or whether the application may be considered by Planning Board. The changes are designed to ensure that Planning Board focuses on applications involving significant planning issues, while routine and technical applications are determined efficiently by professionally qualified planning officers.
