Housing Delivery Test Action Plan

In July 2018, the Government introduced a new annual measurement of housing delivery via a revised National Planning Policy Framework – the Housing Delivery Test. 

The first results of the test for all local authorities were released on 19 February 2019. 

The Housing Delivery Test result for Rotherham is 92%. This means that the Council is required to publish an action plan analysing the causes of under delivery and setting out the actions proposed to remedy this situation.

The Government requires those councils that have fallen below 95% against the Housing Delivery Test to produce and publish an action plan. Officers have drafted a first action plan in conjunction with the Planning Advisory Service (PAS) and the peer group established by PAS.
