Apply for a licence to breed animals

Do I need a licence?

You need this licence if you:

  • run a business that breeds and advertises dogs for sale
  • breed 3 or more litters in any 12 month period and sell any of the puppies

Licences can be issued for a period of either 1 year, 2 years, or 3 years depending on the risk rating.

Before your licence can be granted you we will carry out an inspection of the premise to ensure that the animals are being kept in suitable conditions.

Applying for a licence to breed animals

When completing your application you will be required to have:

  • Details of the types of breeds you are keeping
  • Veterinary details
  • Accomodation details, including the size of the rooms that the animals have access to
  • Insurance details

If you are renewing an existing licence you will also need:

  • Your existing licence number

This is a chargeable service and is charged at £357.00, you will be required to make payment before you can submit your application.

How are licences assessed

All licence applications will be assessed based on the following criteria: 

  • An assessment of the applicant as to whether they're a fit and proper person to carry out the licensable activity, their knowledge, experience, compliance history , ability to meet their licence conditions and whether they;re currently disqualified from making an application
  • An inspection of the site of the licensable activity by a suitably qualified inspector ( and where applicable accompanied by a registered veterinarian)
  • The submission of the inspectors report which will contain information about the operator, details of the premises, revords, conditions of the animals, the risk rating score, compliance details, and a statement on wherer licence conditions will be met
  • The payment of the appropriate licence fee.

Refusal of an application

We will consider the report from the inspector and any comments made by the applicant when deciding whether to issue a licence. 

We must refuse to issue the licence if we believe the applicant cannot meet the licence conditions, the granting of a licence will have a negative impact on animal welfare or if the the level of accomodation, staffing  or management is inadequate  for the well-being of the animals. 

A licence can also not be issued to an operator who has been disqualified.

The applicant has the right to appeal to a First- tier Tribunal within 28 days of the decision notice.

Disqualification

You will be unable to get a licence if you have commited animal welfare offences or if you havebeen banned from: 

  • Hiring out horses
  • Selling pets
  • Boarding Cats or dogs
  • Keeping or training animals for exhibition
  • Breeding animals
  • Keeping animals
