How a road is adopted

Once we have checked your application, we will enter into a highway adoption agreement to adopt the new road, street or pavement.

If a new development requires an alteration to an existing highway, the developer will need to enter into a Section 278 Agreement (Highways Act 1980) with us.

Work cannot be carried out on the highway by a developer without this agreement in place. The agreement ensures that changes to the highway are built to council guidelines and standards, and all costs are covered by the developer.
