The Yorkshire Common Permit Scheme is intended to deliver public benefits by minimising the inconvenience and disruption caused to all road users, residents and businesses by road works on the busiest roads on the network.

To work on an affected permit street, an activity promoter must apply for a permit which details how the work will be carried out to minimise disruption.

Anyone carrying out road works on permit streets must comply with this scheme.

Who needs a permit

Anyone carrying out road works in a permit street will need a permit from the Council, this includes works by utility companies, and works carried out by the Council or on our behalf. 

An order has been made and came into effect on 12 March 2020, under Section 33A (2) of the Traffic Management Act 2004 to vary the Traffic Management (Rotherham Metropolitan Borough Council) Permit Scheme Order 2012 which was brought into effect on 12 June 2012 and subsequently varied in 2015 by the Traffic Management (Rotherham Borough Council) Permit Scheme Order 2015. This Order ‘The Rotherham Borough Council Permit Scheme Order 2020’ will vary the existing scheme from type 0, 1, 2 and T/S streets to include all adopted streets within the Authorities highway network.

Any person or organisation wishing to excavate in the public highway not being a statutory undertaker must obtain a licence under Section 50 of the New Roads and Streetworks Act 1991 to install any new or maintain any existing apparatus.
