Market Position Statement 2026 to 2029

Rotherham’s Market Position Statement (MPS) sets out how Adult Social Care, Housing and Public Health services will be delivered between 2026 and 2029.

It explains:

  • local need and demand for care and support
  • current services and gaps in the market
  • future priorities and commissioning plans
  • opportunities for providers, partners and investors

The MPS is aimed at organisations interested in delivering services in Rotherham, including care providers, housing developers and voluntary sector organisations.


Key points

Growing and changing demand

  • Rotherham’s population is around 265,800 people, with growth expected to continue
  • The number of people aged 65 and over is expected to increase by around 14% by 2035
  • Demand for care is increasing, with over 3,800 people currently accessing adult social care

Health and inequality

  • People in the most deprived areas live around 9 to 10 years less than those in the least deprived areas
  • Healthy life expectancy is significantly lower than the England average
  • Around 12% of residents report a long-term mental health problem, higher than the national average

Housing and independence

  • There are over 120,000 homes in Rotherham, with a mix of ownership and rented housing
  • 5,237 households are on the housing register (May 2026)
  • There is a need for more:
    • extra care housing
    • supported living
    • accessible and adaptable homes

Investment and spend

  • Total commissioned service spend is around £155 million (2026/27)
  • The largest areas of spend are:
    • residential care
    • home care services
    • supported living

Market opportunities

The Council is looking to work with providers to:

  • develop supported living and community-based services
  • expand extra care housing and housing with support
  • provide innovative and flexible care models
  • reduce reliance on residential care where appropriate
  • support people to live independently for longer

What providers should expect

The Council expects services to:

  • deliver high-quality, person-centred care
  • support independence and wellbeing
  • use technology-enabled care where possible
  • work in partnership with local services and communities
  • provide value for money and social value

Opportunities are advertised through the YORtender portal and flexible purchasing systems.
